Global Charter on Meaningful Involvement of People Living with NCDs
In 2021, NCD Alliance has developed by consultation with its network a Global Charter on Meaningful Involvement of People Living with NCDs.
This Global Charter seeks to mobilise commitment from a range of stakeholders such as governments, international partners (e.g. UN and multilateral agencies, bilateral development agencies as well as international NGOs, philanthropies, and foundations), civil society, and private sector, as appropriate, to place people living with NCDs and communities at the centre of the NCD response.
Specifically, the Global Charter serves to:
- Establish a shared understanding of meaningful involvement of people living with NCDs, fundamental principles and core strategies for operationalising it
- Increase commitment among different stakeholders to embed meaningful involvement of people living with NCDs in organisational practices by publicly endorsing the Global Charter.
The Global Charter has been developed through an extensive participatory process, through several consultative activities carried out between May and July 2021.
- NCDA hosted a series of virtual regional multi-stakeholder dialogues in the African, Pan American, Eastern Mediterranean, South-east Asian and Western Pacific regions with over 570 attendees
- NCDA together with several national/regional NCD alliances co-hosted a series of virtual regional civil society meetings in the African, Pan American, Eastern Mediterranean, South-east Asian and Western Pacific regions attended by over 200 civil society representatives and people living with NCDs from nearly 50 countries
- 15 National/regional NCD alliances world over conducted 110 key informant interviews with stakeholders including policymakers, multilateral agencies, academia, healthcare professionals, media, civil society and lived experience advocates and 26 community-based focus group discussions, including voices from marginalised communities
- NCDA launched an online multi-stakeholder survey receiving inputs from nearly 250 respondents

The Global Charter will be launched during the Global Week for Action on NCDs being held from 6-12 September this year and will be open for organisational endorsements. As part of the Global Charter follow up, a biennial survey will be conducted with endorsers to gather insights on progress and a report based on pooled results from the survey will be made available publicly. To grow the knowledge base on meaningful involvement of people living with NCDs, there will be ongoing promotion of good practice examples, key enablers, and experience sharing.
